In a large mixing bowl, thoroughly combine mashed potatoes, cheddar cheese, Parmesan cheese, all-purpose flour, egg, garlic powder, onion powder, salt, and black pepper. Mix until a uniform, pliable dough forms.

Portion out small amounts of the mixture and roll between your hands to form bite-sized balls or oval-shaped puffs.

In a deep skillet or frying pan, heat vegetable or canola oil over medium heat to 175°C.

Carefully add puffs in batches without overcrowding. Fry, turning occasionally, until golden brown and crisp on all sides, about 3–4 minutes per batch.
